ModelWith adoption of the Housing First program, a paradigm shift has occurred in how homelessness is addressed. Instead of simply managing the homeless situation with short-term solutions, the focus is on ending it by providing permanent housing and follow-up support. Individuals who are experiencing homelessness are housed first and then given appropriate supports. Adopted from communities within the United States and in Toronto, the housing first approach has produced substantial results so far, and is pivotal to ending homelessness. As the organization responsible for implementation of this program, Homeward Trust developed and has implemented an Annual Support Service Plan to the key funder of the Plan, Alberta Housing and Urban Affairs. This program builds on the success of the provincially-funded Outreach Innovation Pilot Project (OIPP); through these innovative approaches, we have housed more than 1000 people over the past two and a half years. |
