Outreach Innovative Pilot Project (OIPP)

Homeward Trust Edmonton partners with Province on innovative pilot

Homeward Trust Edmonton has teamed up with the Alberta government on a two-year pilot project aimed at showing the effectiveness of support services in assisting the homeless in both finding homes and staying in them long term.

The Outreach Innovative Pilot Project Initiative (OIPP) has four key objectives:
  • To assist in getting the homeless housed and extend the duration of tenancy of homeless persons in stable housing, with a focus on providing permanent housing
  • Reduce repeated incidences of homelessness for individuals and families
  • Demonstrate the effectiveness and economic value of outreach support teams and the timely, coordinated delivery of support services
  • Integrate new technologies and methods in addressing homelessness
Along with Homeward Trust, several other agencies are involved. This includes:
  • The Edmonton John Howard Society, which provides services to clients with dual diagnosis - mental illness and addictions issues.
  • The Schizophrenia Society of Edmonton which is running a new peer-to-peer supportive and preventative service for clients with mental illness by pairing people who mentor and advocate for their peers.
  • Boyle Street Community Services is delivering support services to homeless individuals residing on parklands and in homeless camps to obtain and maintain appropriate housing.
  • E4C is involved in two projects. The first is a case management project aimed at providing support programs for families and individuals in need of housing, early intervention and prevention programs. E4C is also a partner as well as the coordinator of the Support Services HUB which is a collaborative web of support service organizations and housing providers (11 organizations involved) to serve the targeted population to result in a higher level of housing stability.
  • The Edmonton Mennonite Centre for Newcomers runs their Towards Inclusion project which helps large immigrant and migrant families by providing a supportive environment for residents and outreach to clients in the community.
  • Oxford House Foundation is providing support services to women recovering from addictions in two of their newly purchased houses.
  • The YMCA is running a project that enhances their support services and programs for tenants in their transitional housing facility by providing outreach and case management to tenants who are ready to move into permanent housing.
